Police Cheif Ikner and Cheif Phd Dr. Phd Theron Bownman PHD, DDS allowed to walk.  Yes, those arrested at this melee/brawl/assault of our officers...we're set free from jail by the aforementioned. Good morning. On last Friday while at the scene of the shooting incident at the Parks Mall, I was approached by some officers and supervisors who I deeply respect. It was communicated to me that the decision I made to release four subjects from custody the night before caused dismay with some officers and supervisors. The lieutenant suggested that I speak with some key folks who were involved in the incident in order to try to address rumors. Naturally I agreed and asked him to schedule a meeting which was held yesterday with a larger group of supervisors involved in the incident since it was their decisions I rescinded.
 
It is not proper nor my role in this forum to offer any critique of an operation not under my command purview. Trying to explain the totality of circumstances presented to me on that night in this email is impossible, but I can provide you my rationale by which I made my decision. Email is a dangerous conduit of communication for the intended message can be lost so please forgive the format. I hope my passion and sincerity won’t be “lost in translation”. 
 
  • I made the decision because I felt it was the proper thing to do based on the information and dynamic circumstances presented to me at the time.
 
  • I made the decision in order to keep the peace in the city and especially in that neighborhood that night and hopefully subsequent days and nights.
 
  • The four subjects were arrested “immediate disposition” for traffic violations-reckless driving and not wearing a seat beat.  The grieving mother told me they were the pall bearers and were part of a larger contingent of family and friends preparing to leave the city that night for funeral and burial services out of state. I made the decision in order to allow them to go to Greenville, MS to bury their friend and relative, something I hope we all can relate to.
 
  • I made the decision to “decompress” heightened tensions and to allow for a “cooling off period” especially since they were leaving the city that night.
 
  • I made the decision to try to retain the positive image and reputation of our department with many in the community and beyond who witnessed the incident as well as to mitigate any personnel complaints that could stem from the encounter. I made the decision with the best interest of the community, city, department and officers in mind.
 
The ramifications for decisions made at the lower levels sometime require upper management to mediate them as best we can while keeping with the values of our department and the policing profession. In my role as assistant chief  I must ensure we keep the public’s trust at all times and that organizational integrity, values and guiding principles are ingrained throughout the enterprise and operationalized both tactically and strategically. I consider and act upon the broadest significance and implications of decisions on the community, workforce and the policing profession.
 
My policing philosophy and commitment has not changed one iota related to crime fighting and putting criminals in jail, however that is never done in a vacuum.  The administration has and will continue to provide you the tools, support and most importantly the leadership you desire and deserve.
 
After meeting with some respected front line and middle managers and hearing their honest assessment on yesterday, I realize there are some that have consternation with the unilateral decision I made. I can understand that angst but never for one minute should that lead to anyone failing to live up to the core tenets of our noble profession.  If my decision “insulted” some of you then I sincerely apologize for that was never my intention; my support of each of you has not waned one bit. I honor the badge and uniform and what they stand for and more importantly I honor those who wear them well. However doing the right thing, for the right reason, at the right time sometimes out weigh the “authority and right” to take a given enforcement action. Picking one's battles both personally and professionally should be vetted well.
 
Choosing when to engage and disengage is part of the decision-making process and making a decision in a dynamic environment is not exclusively the role of front line supervisors, I too must make decisions when the clock is ticking. I believe then as I do now that it was the correct decision. Given the “exact same set of facts and circumstances” regardless of the subjects involved, I would make the same decision today that I made that night but with one addition, I would ensure to communicate my reasons directly to those it impacted to minimize distorted messages. Be upset with me and only me if you must, but don’t believe for a minute that I nor anyone in upper management do not honor and care about you, your families and the work you all do each day; whoever is trying to “fan those flames of dissension" clearly has another agenda.
 
I believe my trustworthiness is based on my character, spirituality and competence. I have worked hard all my life and throughout my career to refine all three, among other traits. It is my hope that I still have your trust and confidence and have always tried to earn your respect each day while following my “principle compass.”  It was a tough call, an unpopular call, but one I believe was the “right call” that I had to make. In this business and at this level the maxim “no good deed goes unpunished” comes to mind but please know that none of you have been devalued by my decision. 
 
You have my confidence, support, appreciation and prayers. You have the best leadership I have to offer (on most daysJ); I hope I still have your confidence and support.  Be safe out there.

I just watched that video and at the very least I am offended as a human for listening to that "animal" who was saying all the vulgar words. And as a wife of an officer, I am ashamed of the Deputy Chief. It is very clear that racism is out there, but let me share it is not against the african americans, its against every other race out there. If a white , mexican, chiense or any other race behaved in that manner, they would be sitting in your jail. It is awful that we allow people to behave this

According to the law, as an Peace Officer, I can't be insulted or offended by language alone. But if this type of language is being "bantered" around, and none of those present were "offended" so that charges COULD be filed, it doesn't make a good case for those present. Where were all the good "religious leaders" who are always protesting the treatment of the public? No comments or marches against the actions of their "followers" this time was it? So, by association, these "leaders" are PROMOT

All of the police officers at the scene should be recognized for their professional restraint. I personally could not stand by while people are yelling harsh words and insinuating that I am what they were calling these police officer...especially when they don't me. I say when something happens in their neighborhood the police should send the higher ups ONLY and see how far their tolerence goes

oh oh oh...hope President Obama watches the video and comments. Arlington is def out of control. Chief Bowman and his upper command staff should be removed and investigated by DOJ for civil rights violations. The city is in danger and who's to blame..those "leaders" who were SUPPOSE to be entrusted with keeping the citizens safe. Complete sale-out. BTW..Doesn't Bowman have some famous picture in his office? APD rank-and-file..stay strong!

I have heard all the stories about what happen that day and whats been happening since but seeing the video makes it so real. I am so proud of those guys they show such respect for people who show them no respect. We much all find a way to let them know that Bowman is not going to be ablr to get the best of them.

So these THUGS were going to Greenville, MS for a funeral and that was why they were let out of jail. I live in MS and HOPE they go back to TX...we have enough of this stuff already. KUDOS for the professionalism of those officers. You deserve the utmost respect!! And the unwavering support from your chief and assistant chief. This should cost them their jobs!!!

Way to go Chief..... Way to back up your officers. What are you going to do next time ? If I worked for you, I would have enough guts to find another job and not work for you or ANYTHING you stand for. Thankfully, I work for a Chief that will stand behind his people. In view of the video evidence you should have too. Guess if I want to show my butt, all I have to do is yell loud enough and gather enough of a crowd, curse the police loud enough and long enough, and I'll be released too.

As a cops wife, I am disgusted and have had such a surge of every emotion. Bowman, Ickner and Hawthorne are an absolute disgrace to their African American Race. My husband is a retired APD cop. He wanted to put 30 years service in before retirement but Bowman and his little administration buddies made it impossible. How does a Christian man, supposedly Bowman is, lay his head on his pillow at night and sleep while he releases these thugs that curse and threaten any human, ESPECIALLY HIS OFFICERS.
